ON TUESDAY, DECEMBER 25, THE NEXT PLENARY MEETING OF THE FIRST SESSION OF THE VERKHOVNA RADA OF THE SEVENTH CONVOCATION WAS HELD.

At the beginning of the morning meeting the Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak announced that on November 29, 2012 the Central Election Committee registered people’s deputy Marmazov Yevhen Vasyliovych, elected on October 28, 2012 in the national multi-mandate electoral district, registered in the list of the Communist Party of Ukraine; on December 24, 2012 the Commission registered Polyakov Vasyl Leonidovych, elected on October 28, 2012 in the national multi-mandate electoral district, registered in the electoral list of the Party of Regions.

People’s deputies Ye. Marmazov and V. Polyakov took the oath in front of the Verkhovna Rada.

V. Rybak announced about the establishment within the Verkhovna Rada of: inter-faction deputy union “For Kharkiv, for Slobozhanshchyna!” headed by people’s deputy Valeriy Pysarenko; inter-faction deputy group “Halychyna” headed by people’s deputy Roman Cherneha; inter-faction deputy union “For equal opportunities” co-headed by people’s deputies Iryna Berezhna, Iryna Herashchenko, and Olena Kondratiuk.

The Chairman announced that people’s deputy V. Poliakov joined deputy faction of the Party of Regions.

Authorized representatives of deputy factions took the floor with announcements, statements, information and proposals.

V. Rybak announced the consideration of the item on the list of committees of the Verkhovna Rada of Ukraine of the seventh convocation and their areas of competence, election of their heads, deputy heads and secretaries and election of the heads of the Ad Hoc Supervisory Panel of the Verkhovna Rada of Ukraine on Privatization.

The Chairman of the Verkhovna Rada of Ukraine informed that the heads of deputy factions deem it necessary to amend the law “On the committees of the Verkhovna Rada of Ukraine” and suggest adopting the respective law.

The bill to amend the Law “On the Committees of the Verkhovna Rada of Ukraine under Reg. No. 1158 was included into the agenda.

It was presented by people’s deputy Oleksandr Yefremov.

The Verkhovna Rada adopted the law in entirety as a law by 358 votes.

People’s deputies continued consideration of the item on the list of committees of the Verkhovna Rada of Ukraine of the seventh convocation and their areas of competence, election of heads of the committees, deputy heads and secretaries.

V. Rybak noted that it is necessary to decide upon one of the most important organizational issues – formation of the committees. “For this purpose, the usual but at the same time very scrupulous work was done. Long discussions led to successful completion of this process. Therefore, we should take a concerted decision on the basis of proposals of the heads of deputy factions. After that the Verkhovna Rada can fully concentrate on one of its main tasks – the legislative activity,” he stressed.

The Chairman noted that under part 4 of article 82 of the Rules of Procedure of the Verkhovna Rada of Ukraine, the heads of committees, their first deputies, deputies, and secretaries shall be elected on the list in entirety without discussion at the plenary meeting and by open personal voting.

Representatives of factions proposed amending the resolution. The amendments pertained to election of certain people’s deputies as members of committees and the subjects of their competence.

The Resolution “On the Committees of the Verkhovna Rada of Ukraine of the Seventh Convocation” was adopted in entirety 339 votes.

The Chairman of the Verkhovna Rada informed that from the moment the committees are established the Preparatory Deputy Group on Organization and Holding the Meetings of the first session of the Verkhovna Rada of Ukraine of the seventh convocation stops operating.

People’s deputies thanked members of the Group for their work.

The Chairman announced the consideration of the item on the Conciliatory Council of Deputy Factions. He noted that under article 73 of the Rules of Procedure of the Verkhovna Rada the Conciliatory Council shall be established as consultative and advisory body for preliminary preparation and consideration of organizational issues of work of the Verkhovna Rada. It shall include the Chairman of the Verkhovna Rada, the heads of deputy factions with the right of adopting decisions and the heads of committees with advisory rights.

“As these officials have already been elected, then, under the Rules of Procedure, the Conciliatory Council is established and it can start its work,” informed the Chairman.

The Verkhovna Rada terminated the powers of people’s deputies L. Kozhara, O. Lavrynovych and D. Tabachnyk. At the same time, the resolution to terminate powers of people’s deputy I. Prasolov did not receive enough votes. The issue was postponed.

The Chairman of the Verkhovna Rada of Ukraine informed that under the planning calendar of the first session people’s deputies would be working in committees, commissions, and factions on December 26 to 28.

V. Rybak noted that the committees should hold coordination meetings on establishment of subcommittees, distribution of functions, etc. According to him, this would allow to hold the meetings of the committees on January 8 and consider, first of all, the issues of ratification, the laws returned with proposals of the President of Ukraine, and other burning issues. “Then, on January 9 the Conciliatory Council will be able to consider the proposals of the committees of determination of the schedule of meetings of the Verkhovna Rada for January 10 and 11, 2013,” he said.

The Chairman of the Verkhovna Rada V. Rybak congratulated people’s deputies on the New Year and Christmas, wished them good health and success for the benefit of the Ukrainian nation.
